A few AI features are free on every plan, subject to fair use: Funnel and Website AI (up to 1,000 prompts a day per location), Email AI and the Knowledge Base. And one is never included: Agent Studio stays pay-per-use on every plan.

What Pay-Per-Use Actually Costs
“Pay-per-use” sounds vague until you see the rates. Voice AI is where most of the money goes, so start there.
Voice AI: the voice you choose sets the price
A Voice AI minute on pay-per-use is made of pieces: a voice engine charge, a text-to-speech (TTS) charge for the voice itself, and a small AI model token charge for the “thinking.” Here are HighLevel's listed rates:

Add the engine and the voice together and you get the real per-minute price. It ranges from about 6 cents to about 21.5 cents.
That's more than a 3× difference, from one dropdown menu. This is the setting that changes the math more than call volume. The same client, taking the same calls, can cost $54 or $194 a month on pay-per-use, depending only on which voice you picked.
Conversation AI: usually cheaper than people expect
Conversation AI on pay-per-use is billed by tokens, meaning the amount of text the AI reads and writes. HighLevel lists GPT-5 Mini at $0.25 per million input tokens and $2.00 per million output tokens, and GPT-5 at $1.25 and $10.00.
That's hard to picture, so here's a rough estimate. Say a typical reply reads about 3,000 tokens (the conversation plus relevant knowledge-base content) and writes about 150 tokens. On GPT-5 Mini, that's about $0.001 per reply. On GPT-5, about $0.005 per reply. So 1,000 replies would cost roughly $1 to $5.
Your real numbers depend on how big your knowledge base is and how long conversations run, so treat this as a ballpark, not a quote. But it tells you something important: for most accounts, chat alone doesn't come close to justifying $50 or $97 a month. Voice is what drives the decision.
The rest: small change
Reviews AI costs a cent per review. Content AI costs about 6 cents per image and less than 10 cents per 1,000 words. Workflow AI's premium actions (like intent detection or summarizing text) cost $0.01 each. For a typical local business client, these add up to a few dollars a month.
The Break-Even Math: When Does $97 Unlimited Pay Off?
Here's the formula that answers the question for any client:

Below that number, pay-per-use is cheaper. Above it, Unlimited wins.

Nobody thinks in “minutes per month.” Business owners think in calls per day. So convert:

Look at the steady plumbing company. On a budget voice, pay-per-use costs about $54 and Unlimited costs $97. Switch to the premium voice and pay-per-use jumps to about $194, while Unlimited stays at $97.
Same client. Same calls. The voice decided the plan.
Where does Growth fit?
Look at the Growth column again. For voice-heavy accounts it's never the cheapest option in the table. That's because Growth only includes 100 voice minutes, and after that you pay the same per-minute rates as pay-per-use, on top of $50.
Growth makes sense in a narrower situation: a client with light voice use but heavy use of the other included features. That means lots of Conversation AI replies on bigger models, regular Ask AI and AI Studio use by the client's team, or up to 100 Managed Agent runs a month. It's also a reasonable pick if the client values a predictable bill over the lowest bill.
If you're choosing between Growth and Unlimited for a voice account, the crossover sits around 880 minutes a month on a budget voice and just 320 minutes on ElevenLabs V3. Above that, go straight to Unlimited.
The 3-Question Plan Picker
Use this for every client account. It takes two minutes.
1. Does this client use Voice AI? If not, start on pay-per-use. Chat, reviews and content usually cost a few dollars a month. Only move to Growth if the client's team leans heavily on Ask AI, AI Studio or Managed Agents.
2. Do the voice numbers cross the break-even line? Estimate minutes (calls per day × minutes per call × 30) and multiply by your voice's per-minute rate. If the result is above $97, choose Unbegrenzt. If it's well below, stay on pay-per-use.
3. Not sure? Start on pay-per-use for the first month and watch the AI Usage Dashboard. After 30 days, you'll have real numbers instead of guesses. Then pick the plan that would have been cheapest last month.
That third step is the one most people skip, and it's the most valuable. Real usage beats every estimate in this article, including ours.
The Costs People Forget
The AI Employee fee is only part of what an AI receptionist costs to run. Budget for these too.
Phone charges (on every plan)
HighLevel says it plainly: phone system charges are separate on every AI Employee plan, including Unlimited. From the LC Phone pricing guide (US/Canada):

“Unlimited” has a fair-use clause
Unlimited means unlimited for normal business use, not infinite. HighLevel's policy says usage is subject to its terms of service, and if usage is “excessive, abusive, or negatively affects platform performance,” it may throttle, limit, require an upgrade or end access. A plumbing company answering its phones is exactly what the plan is for. Running a mass outbound calling operation on one location is not.
Agent Studio is never included
If you build custom agents in Agent Studio, those run on pay-per-use on every plan, including Unlimited. The same goes for its image and video generation.
Rebilling: How Agencies Pass These Costs to Clients
If you run an agency, you don't absorb these costs. You pass them on. There are two ways.
1. Build them into your retainer. This works on any HighLevel plan and it's the simplest. If a client's AI Employee plan plus phone costs about $110 a month and you charge $1,500 for a managed AI receptionist service, the costs are covered and your margin is clear. 2. Rebill usage automatically. HighLevel lets agencies charge clients for AI usage directly, either with a markup or at a fixed rate per unit (for example, $0.10 per Voice AI minute or $0.50 per Conversation AI message, the examples HighLevel uses in its fixed-rate rebilling guide). There's a catch: rebilling AI Employee usage requires the $497 Agency Pro plan. One more tactic worth knowing. If a client's minutes are unpredictable, put them on Unlimited and include AI in a flat monthly price. They get a predictable bill, you get a predictable cost, and nobody has an awkward conversation about a surprise usage charge.

- Test voices on a real call before you commit. Call your agent with a budget voice and a premium voice. If callers can't tell a meaningful difference for your use case, the budget voice saves you up to 70% per minute on pay-per-use.
- Keep calls short and focused. Tell the agent in its instructions to answer, book and wrap up. A 2-minute average call costs a third less than a 3-minute one.
- Trim the knowledge base. Conversation AI and voice tokens depend on how much text the AI reads for each answer. Clear, short answers are cheaper and more accurate.
